The development conducted to be able to increase the ability of students' scientific literacy in high school grade XII. Teaching and learning model was developed has certain character in its steps: contact phase, curiosity phase, elaboration phase, phase of decision making of socioscientific problems, nexus phase, and assessment phase. In the contact phase, GPS (Global Positioning System) film was presented. Curiosity phase performed with questions "what is the special relativity theory and the influence on the accuracy of GPS?". The elaboration phase contains teaching and learning on the concept of special relativity theory and its effect on time and space. Phase of decision making of socioscientific problems developed through the question about calibration of GPS atomic clocks. Nexus phase contains discussion about the scene of science fiction film. Assessment phase developed through the assessment of ability of students' scientific literacy. Teaching material is developed in the form of teaching and learning software containing animation and cinematographic media using Macro Media Flash program. The assessment of ability of student's scientific literacy were performed on several aspects: content, process, context, and attitudinal responses. The assessment instrument is also designed in the form of software containing animation and cinematographic media applying Macro Media Flash program. text
