Summary:Ministry of Public Works through Directorate General of Water Resources (DGWR) has a task to help President in running some of government businesses in water resources management, including the enforcement of infrastructure management, of planning, developing, operating, and maintaining sustainably. The management of water resources infrastructure includes the sector of irrigation, swamp, coast, lake, and river. As time goes by, there were frictions of role of the central government from rowing function (as development implementation) to steering function (as regulating, guiding, and controlling). In implementation of task enforcement that is the Central domain, DGWR implementing the development task through technical implementation unit that spread all over Indonesia.<p>The institution of water resources management, at central level has an important role in implementing its special task in water resources management that is the central government's domain. The changes of institution form in the last 15 years has caused some hindrances in task implementation whether the one being implemented by DGWR or the one being implemented by technical implementation unit. The change of institution was marked by the organization change from sectoral base to administrative area base, and to be back again to sectoral base.<p>The descriptive method describes the changes in the last 15 years, and the advantage & disadvantage of each form that happened in the institution of water resources management, especially in Directorate General of Water Resources. The analysis is one form of institution selection study of water resources management, in the future.<p>Selection of the institution form of water resources management cannot be separated from the pattern of water resources management according to national pattern and river basin pattern. It is also be related to regulations of water resources as in UU no. 7 Thn 2004 about water resources, as in PP no. 38 Thn 2007 about Classification of Government Authority Between the Government, Province Government, and District/City Government, and as in PP no. 20 Thn 2006 about Irrigation, etc. <br /> <br />
