BPS (Central Bureau of Statistics) as a public agent responsible for providing data for the central and regional government, conducts the Population Census all over Indonesia once in ten years.<p>In the 2000 population census, BPS distributed the authority of data processing to all provincial level BPSs supported by the technology of the scanner machine with an intention to improve the performance of census data processing in terms of time consumption. However, in practice, there were differences in regard to the performance in inter-regions; the majority of the regions required longer time for data processing than the predetermined time; and only a small number of regions were able to finish the data processing on time.<p>Scanner machines were implemented in a local network, including various heterogeneous actors-the social and technical-that were interrelated and interacted. To identify the problems with scanner implementation, the technology (technical actor) and community (social actor), there needed to be placed a single theoretical framework, exploring and analyzing the interrelationships among various actors, which is the Theory of Actor Network.<p>The socio-technical institutionalization successful in creating time management efficiency when various factors are strongly interrelated in the whole census stages (starting from preparation, administration, and processing), administers the calculation actions that strengthen the interrelation among census stages, where the calculation action in one stage is desired to reach compatibility for the administration of calculation in the next stage. <br /> text
