The effects of lack in maintenance of roads will be felt by road users through increasing in transportation cost. This increase in transportation cost will rise simultaneously with road deterioration.

Charging instruments for the road maintenance have been implemented widely in many countries and known as Road Fund. The fund is managed by road’s stakeholder to assure that the collected charge will be reallocated to the road sector. This study is dealing with some aspects of the charging instrument for the road maintenance with respect to type, and charges.

Based on literature study the selected instruments are vehicle license fee, fuel levy, heavy vehicle license fee, parking charges, and cordon charge. This study refers to the international practices and experiences and considers some criteria such as fiscal condition, applicability, and simplicity of collecting mechanism

This study reveals that the road maintenance fund can be reasonable obtained from 20% earmarking of road transportation revenue and road user charge for the remaining required fund. For Subang Regency as the required total charges per vehicle are very larges, the road maintenance fund from road user charge appears not applicable. text
