This condition caused the constrained budget for road maintenance. Otherwise, toll system be assumed as a direct system for road maintenance budgeting. The problem that the damage caused by vehicle loadings inconsiderate. If the compensation system be assumed could solved this problem so this research is needed.<p>The objectives of this Thesis is to analyze the compensation, related relationship of traffic loading, level of damage and road maintenance cost. Also determine the compensation caused by vehicle for recovery of the road maintenance cost.<p>Road maintenance cost influenced by the type of pavement, maintenance management, and traffic characteristic. There are three types of pavement which using Metoda Analisa Komponen Bina Marga. The management and maintenance patterns describe by the need of routines and periodic with the roughness (IRI). To describe the characteristic of the loading, the actual load as an over design and under design are being used. To analyze the data using prediction method IRI, road management and total cost maintenance.<p>As a result of this research the thicker pavement need less cost and give greater life time, this also caused the compensation of the axle road less than thinner paved. Otherwise, compensation of the type of the vehicle depends on its composition and loading. This condition makes the compensation for the heavy vehicle inapplicable and need to be done by the policy of subsidiary of the light vehicle. As a conclusion, the fairness revenue system with the maintenance cost approach based on vehicle loading is difficult to be applied. <br />
