For example in sector retail, where during the PT FGH plays at as single player now must competes with competitors like PT X and PT Y in semi perfect competition. PT FGH must can answer to the change swiftly and basicly. One solution of improving performance of PT FGH is to evaluate and develope new distribution system. This action is taken because old or existing system is not efficient and effective any more to face global business strategy and varying demand. PT FGH plans, evaluates and optimized of supply chain system especially at part of distribution, product transportation and internal depot performance. This action is taken as a means to satisfy cutomer returns and minimize operational cost. PT FGH deploys an alternative of new distribution system known as clustering or envelope concept expected to make distribution pattern to be efficient and effective. Distribution pattern of this envelope becomes a master program in PT FGH and would be implemented soon. To see the feasibility of envelope concept is required by comparisoning cost of distribution between the existing condition and base on envelope concept which will be applied. The Government its asking PT FGH to make cost certainty of distribution for each route started from refenery (1st tier) until dealer depot (3rd tier). However this request cannot be fulfilled because the ship route still random or irregular, although flow of material have been made. Results of this project include ships route from supply point (refenery, main depot or buffer tank of import product) to dealer depots which spread all over Indonesia. Obeservation number to discussed in this project amounts to 118 depot which grouping by 5 envelope region. This ships brought product gasoline, kerosine and diesel oil with different composition. Cost of ditribution in this new distribution system is configure as freight cost from each rute in using point-to-point and multy-port pattern. Efficiency from this research identify by reduction of 25 ships in various types and reduction of number Round Trip Days. Besides that this project recommends tank capacities change in inventory system at each depot and recommends location of buffer stock envelope which is functioning as stock resilience by each envelope. text
