Summary:High Altitude Platform Station (HAPS) is one of the new infrastructure in telecommunications that is expected to improve the performance of cellular systems. To be eligible for implementation, research is needed especially related to its unique characteristics. One of them is the instability in the platform that is very disturbing to the performance of the HAPS. This requires research on the effect of the movement as well as efforts to overcome using the handover. In this research, the authors do HAPS modeling on horizontal and vertical movement, including the sequence of movements. After that will see the performance of HAPS cellular system that uses dynamic channel assignment scheme for the influence of this movement. Here will be seen the effects of changes in platform velocity and the maximum distance to HAPS cellular system performance. After that, determined handover mechanism that will be used to overcome the effects of this movement and see its performance after that. HAPS system performance to be measured here is the value of forced termination probability and blocking probability. Forced termination probability is the possibility of a service user, forcibly disconnected when you're making a call. While blocking probability is the possibility of a service user does not get service when requested channel. The greater the value of both, it will be the worse performance of the system.
