The fact shows that the budget constraint impedes the success of the road handling. In order that the handling to all of the roads can be carried out, a priority scaling. Fund allocation model to road section handling is used in this research. The model contains a multi criteria analysis (MCA) approach in which it consists of such criterion as: (1) flow accommodation needed, (2) hierarchical integration network system, (3) transport multi modal aspect, (4) accessibility end connectivity take regional, (5) flow function from road section, (6) function of economic regional development, (7) cost efficiency of road handling. The valued criteria are based on the respondents' perception. The respondents comprise of the stakeholders such as central government, province government, and society representatives gave value criterion for each criterion as follows: (1)=0,221558, (2)=0,102617, (3)=0,141915, (4)=0,146437, (5)=0,128618, (6)=0,143455 , and (7)=0,115399. In this research, the various road handlings such as the regular road maintenance, periodic road maintenance, road improvement, and road reconstruction were done. These handlings were then compared by employing the performance matrix of each road section. The handling priority of road section and the evaluation of its performance impact were done by using some funding scenarios that have fulfilled the minimum requirement of road service standard (MRSS). This handling priority, however, can only be executed if the availability of fund for scenario (1) =172 billion rupiahs, (2) 300 billion rupiahs (1), (3) 300 billion rupiahs (2), (4) 500 billion rupiahs, (5) 50% of the fiscal need (1), (6) 50% of the fiscal need (2) dan (7) 75% of the fiscal need. The result of the analysis suggests that fund allocation for handling both the national and provincial road of Papua region should be as minimum as 300 billion rupiahs and as maximum as the one the MRSS requires to accelerate the realization of the ideal condition for both national and provincial road handling. text
