Summary:The ships traffic in the harbour (entry, exit or moving out) by the length of 70 meters up , they are obliged to be tugged by the tug boat. It is worked for the sake of the harbour safety because of the limitation of ships maneuvered with that length in the harbour. The supplying of the excessive tug boats is an investmentwaste, whereas the less supplying tug boats from the need will cause the high waiting charge from which ships will operate loading-unloading. By considering the data of harbour activity which tends to be increased, the long waiting time will cause the risk of customers loss. Therefore, it is necessarily studying the preparation of tug boat by viewing the total waiting ship charges and optimum facility preparation expenses. By calculating the demand that is the number of ships mobility/traffic (X.) which needs the delay time, the time of delay service (1/µ). waiting charges and the expenses of tug boat preparation can be determined the optimization of tug boat demand with the queuing model based on the criteria of minimum total charges. From the analized result by the mean of time servicing, it could be determined that the need of tug boat type I 1999 are 3 tug boats and the year 2000-2004 need 4 tug boats. For the tug boat type II 1999-2004 need 4 tug boats while the need of tug boat type III 1999-2002 are 3 tug boats and 6 tug boats for 2003-2004. Mean while the analized result by 85 percentile time servicing could be determined that the need of tug boat type I 1999-2000 are 5 tug boats and 2001-2004 need 6 tug boats. For the tug boat type II 1999-2004 need 6 tug boats while the need of tug boat type III 1999-2004 are 6 tug boats. <br />
