In recent decades, the government has already socialized and instructed the method of managing garbage based on 3R concept (reduce, reuse, recycle). Implicitly, the concept of 3 R contains a suggestion on giving a new value to the garbage. However, the program and the implementation of 3R garbage suggested by the government generally focus more on technical things, such as using technology of recycle, holding the program for technical training, and giving away necessary equipment for the program, rather than on the aspect of inovation. <br /> <br /> <br /> <br /> <br /> <br /> This thesis is going to talk about the problems of how to make the implementation of 3R garbage in Bandung City more innovative. To talk about the problems, this research is going to answer the following questions : <br /> <br /> <br /> <br /> <br /> 1. How is the exchange of sources taken place especially the source of knowledge among various elements in creating the new value to the garbage ? <br /> <br /> <br /> <br /> <br /> 2. How is the process of making the interaction/linkage between the elements and its implications in the process of the innovation of 3R garbage practice ? <br /> <br /> <br /> <br /> <br /> 3. Based on institutional aspect, has the interaction taken place like suggested by triple helix model ? <br /> <br /> <br /> <br /> <br /> <br /> The method which is going to be used in this research is the descriptive qualitative method to reveal the process of interaction between the actors developed, and by that interaction, the process of exchanging the resources like a knowledge will be materialized. <br /> <br /> <br /> <br /> <br /> <br /> The reserch shows that the on-going interactions are still in the shape of bilateral pattern (double helix) namely only between the government-industry, industry-university/research institute and government-university/research institute. The research reveals that since there is a lack of sharing of information and exchanging knowledge among the three institutions, the gap and misperception among the threes occur. The cultural and bureaucracy problems are also as the handicap to materialize the interaction among the three elements above. <br /> <br /> <br /> <br /> <br /> <br /> The effort to maximize the interaction among the three elements of innovators namely the government, university and industry is to hold the meeting facilitated by the government so that the intensive communication can take place among the threes and the sharing information will be materialized as well. The forum for improving the web to strengthen cooperation of cross-sector and institution such as seminar, is necessary to be developed so that the innovators (industry, research institute, universities and government) can support one another and synergize. Besides, there should be the synergy among the industrial sector, science and technology and education. <br />
