Summary:Manufacture sector being more important increasingly, the shares of Gross Value Added by manufacture sector to the GDP in First Long Term Development Plan have been changed more and more relatively. Unfortunately, with the rapid growth of the manufacture sector, however, future pollution's loads will increase. <br /> <br /> <br /> <br /> The objective of the study is determining the optimal growth of the manufacture sector with minimum pollution's loads and will try to analyze the structural growth as long as Second Long Term Development Plan. <br /> <br /> <br /> <br /> The method developed uses the detailed data in the available input-output table with the RAS updating method to revise the input-output coefficients. The goals are setting for reach sum of the targets has been planned; the GDP targeted, the Gross Value Added of manufacturing sector relatively to GDP, man power productivity and supply for the demand and at the same time to minimize the manufacture's pollution's load. With applied goal programming technique the target carried out in the same priority for reaching each goals. <br /> <br /> <br /> <br /> A stage-by-stage analysis of the model as long as The Second Long-Term Development Plan showed by the study conclude that the optimum growth rate of the manufacture sector is 7.2 % p.a. with dominated by the clean manufacture sectors. Furthermore, concluded that manufacture of food, beverages and tobacco (ISIC 31) and manufacture of chemicals (ISIC 35) will be as a trigger sector for developing subsequent sectors. Meanwhile, manufacture of textile, wearing apparel and leather (ISIC 32), manufacture of pulp and paper and printing and publishing (ISIC 34) and so manufacture of basic iron and steel and manufacture of non ferrous basic metal (ISIC 37) just as a trigger for basic sectors. Generally, manufacture of chemicals (ISIC 35) appeared as a leading sector as long as Second Long-Term Development Plan. The developed strategy for manufacture sector will be set for sum of criteria, industrial linkage, man power absorption, gross value added and pollution intensity.
