Summary: | Indonesia's vast marine territory makes Indonesia has so much potential which can certainly give a huge advantage for Indonesia, where each sector can contribute to state revenues in significant numbers. In accordance with the understanding of the 1945 Constitution article 33 paragraph 3, then the state has the right to oversee the implementation of all activities including the use of natural resources in the areas of sea which is realized by forming various state agencies as an arm of the government in implementing the legislation. But unfortunately, the implementation of the utilization of Indonesian sea area is not operating effectively because of the overlap and sectoral ego of each institution. Therefore, the purpose of this thesis is to provide advice on the solution of institutional problems in the application of marine cadastre. Initial method used in this thesis is the inventory of the institutions associated with the application of marine cadastre covers the main tasks and functions of institutions, organizational structure and authority of each institution. Further analysis of the basic tasks and functions and analysis on the organizational structure to be able to assess how much the focus of attention toward the use of marine institutions. The results of this analysis is the KKP as an institution that has a high focus of attention on the utilization of marine areas and has the largest number of directorates that deal with marine areas. Based on this analysis, the KKP can be recommended as a competent authority in the application of marine cadastre in Indonesia. |
