Kota baru Tegalluar is a certain area which details the general urban development plan of residence area (kabupaten) into detailed urban development plan. This detailed plan is arranged to prepare the realization of the development programs in Kota Baru Tegalluar. The creation of Kota baru Tegalluar is part of Bandung pride area, which based on the local regulation of West Java province No. 2 year 2003 for West Java urban development plan. Within its condition, Kota Baru Tegalluar is supposed to be the center of development of people in Bandung, since it is located in the southern and eastern Bandung. The projection of people growth-especially in Bandung-shows that in the next 20 years, can reach twice as it is now. This fact shows the need of more fresh water service in accordance with millennium development goal. Based on Kota Baru Tegalluar RTDR plan, the fresh water is acquired from the Ciparay IPAM-located in Ciparay sub district, and gets its raw water from Citarum River. Which is why the construction units built, shall be determined by the quality test result of Citarum's checked in laboratories.
