Summary:Indonesia is an archipelago which has nearly 17,504 islands (Rais, 2010) that have marine and coastal areas are very broad. Coastal marine area and is owned by hundreds of administrative regions ranging from the provincial to district. Ownership of overlaping sea gives the implications of natural resource management together so often become a potential conflict among the areas in the management of existing natural resources. In Law No. 27 of 2007 has been set concerning the delimitation of sea areas of authority from the provincial, district and town but in reality this is not enough because in practice in the field of sea area is very difficult to identify its limits. Therefore the writer by taking a study area in the Strait of Madura trying to create a model using a weighting method to divide the quota fisheries production by using 2 principles contained in Law No. 27 of 2007, namely the principle of sustainability and the principles of justice and with JTB concept contained in Decree of the Minister of Agriculture. 995/Kpts/IK.20/9/1999. Making this model is expected to help overcome the problem of inter-regional conflict related to utilization of fishery resources in the Strait of Madura.
