Summary: | Coastal Fishery Port (PPP) of Cilauteureun is the only port in the coastal southern part of West Java, and has a big amount of fishermen compared to other districts in Garut. However, the income of fishermen is still well below the Minimum Regional Wage (UMR) of IDR 660.000 which applies in Garut (less than IDR 290.000). Also, there’s no optimal utilization of Fish Auction Place (TPI) in Coastal Fishery Port of Cilauteureun that might impact on the income of fishermen. Optimal utilization of fisheries management is consist of upstream to downstream components where each component has connections and supported by legal aspect of national to local policies in order to utilize the resources of fish. Therefore, government plays an important role to support the utilization resources of fishery. <br />

The study was conducted with a combination of literature and field studies with the legal aspects of the central government to local government, so we can get a comparison between the existing policies with reality. Therefore, we did a comprehensive assessment for the implementation of law and the role of government in managing the resources of fish. <br />

Base on studies conducted, there is no transformation of the policies at central level to the policies in force in the region. This resulted in many abuses committed by parties such as fishermen, basket, or consumers who take advantage of this opportunity. Through this study, we are expected to give recommendations on the role of government and its policies toward a good fishery management. |
