THE CERTAIN FACTOR OF THE SUSTAINABILITY OF INTEGRATED COASTAL MANAGEMENT

In the coastal zone there are mainly human activities. There is 75% of the total world population, living on the coastal zone. Integrated is a way of coastal management which call Integrated Coastal Management (ICM). ICM has distinguished as dynamic, adaptive, iterative, continue, holistic approach, participatory process through focus on integration and coordination between all sectors and all levels of government. ICM has been implemented in developing and developed countries by supporting from various organizations. The sustainability of ICM has influenced by many factors such as institution, political, economic, socio-cultural, ecological/ environmental and regulation. There are three areas in this research that is Xiamen in China, the South-eastern Coast of Bali in Indonesia, and Bais Bay in the Philippines. Those areas has been implemented ICM. The criteria to select those areas based on resources and environmental issues, problem-solving activities, and an appropriate path toward sustainability. This research uses descriptive-explorative method with three areas study. In order to choose these areas which based on those areas are ICM project demonstration in Asia and there have possible success to implementation ICM program. This research explored factor influencing the sustainability of ICM programs in China, Indonesia and the Philippines. The factor examines consist of institutional, political, ecological, economic, socio cultural, and regulation/law. In order to find out what issues have influenced to integrate coastal management that conduct to three areas study are Xiamen, the South-eastern Coast of Bali, and Bais Bay. Statue of the sustainability of ICM in three areas can determine by commitment, coastal management strategy, contribution program to local community, and conservation in coastal zone. Analysis the certain factor of the sustainability of ICM uses formulation both specific factor and general factor. The specific factor is a coastal zone which has potential resources in renewable and un-renewable resources and also their resource should be not used more than carrying capacity. The general factors of the sustainability of ICM are appropriate institution, right law/regulation, economic, political condition, ecology/ environmental and social community. The certain factor of sustainability is to set up coastal zoning, using rational coastal resources, appropriate planning coastal design, and apply bottom up approach. In order to understand sustainability ICM, it needs understanding ICM process, principle, time framework, accurate law/ regulation system, and innovative for seeking fund. <br /> <br />
