Summary:The phenomenon of the increasing growth of urbanization and industrialization affect the need for good city planning system. Many techniques can be used to build the city planning system, one technique that is accurate and has a high density of data is a technique using a LIDAR (Light Detection and ranging). 3D city models can be generated from LIDAR data. The main results of the lidar technique is a Digital Surface Model (DSM) and Digital Terrain Model (DTM) that can later be used to construct three-dimensional models of cities. 3D city models from the downtown area can be utilized for various applications, for example, are military operations disaster management, mapping of buildings and building heights, simulating the new building, renewal and preservation of cadastral data, reconstruction of buildings, etc.. In this study the authors used data from the LIDAR and orthophoto of Davao city in the Philippines. The method used in the manufacture of three-dimensional model of the city is building extraction using LIDAR and orthophoto data. DTM of research area generated by the manufacture of TIN from point cloud that is on ground class of research area. The end result, as expected, is a 3D building model over the study area DTM.
