Tsunami that hit the west coast of Sumatra in 2004 and 2010, caused many casualties, environmental and public infrastructural damage. It was due to the lack of mitigation plan and effort. Disaster mitigation effort is closely related to the effectiveness of tsunami early warning system. The system will provide a warning to evacuate the entire population from danger zones to safe areas within a relatively short time that is 10-15 minutes. Characteristics of the safe area is at altitudes above 20 meters from the sea level with the radius of more than 4 kilometers from the coastline. This thesis presents a mathematical model to evacuate the residents with certain modes of transportation in one of the villages in Bengkulu city which located in the tsunami hazard zone. Model formulation is an optimization problem with the total evacuation time as objective function. The shelter capacities, the number of people that will be evacuated and the minimum allowable evacuation time are the constraints in this optimization problem. The optimization problem is solved numerically using the linear programming method in Matlab. Numerical results are represented through different evacuation scenarios using different modes of transportation with some variants of speed. text |
