Description
Summary:Indonesia is an island nation which has marine areas for over 70 percent of its region. Pursuant to Act No. 32 of 2004 on Regional Governance (Regional Autonomy), areas (provincial and district/city) that have marine areas, have the authority to manage marine resources in their respective regions. This management authority has potential to cause conflict if the implementation is not going well. Especially in marine areas adjacent or opposite with other areas of sea territory.

To avoid the conflict, needed a system that can integrate the sea boundary of each region. From district/city, provincial to national level. Geographic Information System (GIS) technology can be one solution to assist in manage the marine boundary region and the management of marine resources in the marine areas.

GIS development of marine boundary region refers to the applicable law of sea boundary in Indonesia, which is the Act No. 32 of 2004 and the Regulation of the Minister of Internal Affairs No.1 / 2006. Then, associated also with UNCLOS 1982 which has been ratified by Indonesia.

On this research, GIS marine boundary region constructed using a web which consist of the database and graphic user interface. Database implementation associated with Database Management System (DBMS) built using the software PostgresSQL because the database management tools enable to integrate spatial data and attribute data in a single device. Next, the implementation of graphic user interface using the Geodjango and Openlayers that are opensource.
