As an archipelago, Indonesia should have managed the sea for most of interest which can give more value. However, in reality today, sea utilization bordering have no legal certainty as yet, these facts are causes of conflicts. In order to avoid land of sea utilization conflict, therefore we need a public administration of sea such as trough sea parcels registration. Sea parcels registration is a new concept which will be applied with land registration approach approaching which has been already applied to the land, that allows recording of the rights and the provision of evidence of rights to a sea space to obtain legal certainty for both subject and object. The assessment methods which is carried out by characteristic and problem idetification on the sea. Then the land registration concept is implemented on the sea with taking into account those characteristics and problems so that obtain the aspects that can be applied allowing the registration of parcels of sea. And then performed the land parcels registration comparison with the sea parcels registration modeling based land registration aspects. Sea has different characteristics with land, such as sea dynamic and three dimensional marine spaces consisting of sea, sea column, and sea surface. The aspects that will be applied on sea parcels registration like subject registration, object registration, kind of rights that will be registered, the technical registration, and the institution that have an authority in sea parcels registration.
