Sugar commodity is also set by the government as Goods Under Supervision through Presidential Decree Number 57 of 2004 concerning the Designation of sugar as the Items in the Control. Availability of sugar in the market must be maintained. Availability of sugar in the hands of consumers at all times must be supported by procurement and distribution processes are smooth and fast. Currently, to procure sugar from overseas especially take a long time. While in the process of procurement and distribution, had to pass through many distribution channels. Therefore, the required improvement in the distribution of sugar. The purpose of this study was to identify the activities that are waste, formulate proposals on the improvement of business processes so that the flow of sugar distribution of sugar to consumers more quickly, proposing draft distribution plan distribution and pick the best. The approach used in this study is the analysis of value stream mapping to identify waste along the chain, business process improvement to make improvements and Analytic Hierarchy Process to determine the best distribution plan. Based on the analysis, there are several activities that become waste in the process of distribution of sugar, and business process improvement approach was an improvement over the profligacy throughout the distribution process. Based on the improvement process, the proposed design of the sugar commodity distribution. The first draft, the distribution is the responsibility of the manufacturer and the design of the two distributions are the responsibility of the marketing company. By using the AHP distribution design is the responsibility of the manufacturer to be the best alternative.
