Summary:Indonesia starts to develop the satellite technology by Lembaga Penerbangan dan Antariksa Nasional (LAPAN). Lapan-Tubsat is the first satellite developed by Lapan. This satellite development is a cooperative one between Lapan and Technisce Universitat Berlin. The development of the satellite begin in 2003 and finish on July 2005. It is needed less than three years to build the sattelite. The second phase of the Lapan satellite development is continued to develop the similiar satellite where the integration and the satellite system testing will be done in Indonesia. In this thesis will be developed an On Board Data Handling Satellite. The OBDH is designed use rabbit 3000 processor. The devices in the satellite system such as Power Control Unit, Wheel Drive Electronic, Star Sensor, Camera, dan Stepper is simulated by a software that is designed in a personal computer. The case study have been analyzed was the operation mode of target locking. A positive aspect of this thesis is that while the development of Lapan satellite is still in an early phase the software development has already started. This will be beneficial for the whole satellite project as software development is often a lengthy and difficult process. Hopefully, the system can reduce the cost of the development process on board data handling.
