Summary: | Primary Allocation Factor (PAF) is a number that represent the performance of measurement and crude oil transportation from production field to shipping facility at Dumai. Crude oil production from oil field, after corrected by PAF, will be used as formal and official number for optimum crude oil reservoir management, performance evaluation of production teams, even as reference for production sharing calculation to be shared to crude producers districts (Kabupaten). The accuracy of this process raises full attention of all stake holders. <br />

With crude oil production declining nowadays, the performance of PAF is even more important that before, and getting attention from management of PT XYZ. Therefore, it is initiated to conduct an effort to improve PAF performance use Six Sigma method, which is one of corporate base business initiative. The goals of this effort are mainly to reduce variation of PAF value and to understand the current PAF process. Six Sigma methods organized the process to become some phases abbreviated as DMAIC. They are Define, Measure, Analyze, Improve and Control. <br />

The solusions captured in this Six Sigma process are catagorized in two catagories, short term and long term solusions. The short term solutions are implementing seal system to meter and proving equipment, develop proving verification procedure, develop a procedure to ensure proving si conducted at operation condition, develop meter factor performance monitoring procedure, develop pipeline stock change due to temperature, pressure and S&W change procedure, develop procedure to ensure meter ticket collection at hour 24:00, develop procedure and provide a manner to record ticket collection time, improve meter maintenance program, develop waterdraw procedure, provide S&W reading tools, improve lighting at tank measurement area and change temperature measurement method by using eletronic thermometer. All of the solutions are develop with their implementation strategy, and each will be executed by Six Sigma team. The long term solusions are installation of flow computer, installation of automatic sampling system, tank measurement area improvement, and inventory system, free water calculation, tank filling effect calculation and tank shrinkage/expansion compensation improvement in PT XYZ’s tank and shipment management database system named DOSIS. Long term solusions will be executed by separated team appointed by management. |
