Description
Summary:A telecommunication company responded to our government‟s Universal Service Obligation (USO) demanding provision of telecommunication service in the eastern side of Indonesia. The USO ensures national coverage of particular telecommunication service, also in remote rural areas, bringing advantages toward our nation prosperity.

The company has decided to build infrastructure based on Very Small Aperture Terminal–Internet Protocol (VSAT-IP) technology. Session Initiation Protocol (SIP) and Short Message Peer-to-Peer Protocol (SMPP) as primary protocols for telecommunication services provided are not integrated with access control functions of authentication, authorization, and accounting (AAA): Who are allowed access to the network? What services they are allowed to use? What scheme of charging will be applied? In general, AAA functions make the management of user accounts easier.

Remote Authentication Dial In User Service (RADIUS) as one of AAA protocols will be used. RADIUS general specification on Request for Comment (RFC) 2865 and RFC 2866 documents must be designed so it can be applied on the infrastructure and copes with scenarios of the company.

Resulting design are categorized into authentication scheme, short messaging scheme, and voice call scheme. Authentcation scheme utilizes Service-Type attribute of value "8". Session-Timout attribute used to limit the time allowed between authentication and authorization process. Both short messaging and voice call schemes utilize Vendor-Specific attribute with "SMS" and "VC" strings to show server specific service requested by client. Strings "SMSxx" and "VCxx" on Class attribute indicate charging scenarios for accounting process.
