Summary:Flood occurred frequently in Dayeuhkolot which is located in South Bandung Regency. People in Dayeuhkolot Subdistrict, Bojongsoang Subdistrict, and Baleendah Subdistrict, has suffered both of financial and non financial loss because of flood. This condition <br /> <br /> motivates all stakeholders to carry out serious effort in flood management. This research has objective to investigate non structural flood management and to <br /> <br /> propose non structural measure as the solution of flood management in Dayeuhkolot. Responder analysis to 50 people in Dayeuhkolot (for knowing description of flood <br /> <br /> (inundation area and duration), for knowing the measure that has been taken for handling flood disaster, and for knowing social and economic losses) is taken as the input for government policy and institution coordination analysis, land use analysis, social and economic analysis. Satellite Image classification of SPOT 2007 in Citarum Hulu basin, is used also as data input for land use analysis. Result form responder analysis identified that highest flood intensity and longest duration of inundation were found in Andir Village , Baleendah Village, Cangkuang Wetan Village, and Cieunteung Village. Financial lost is due to property damage and economic activities-disturbance while flood occurred in those areas. 78% of Respondents are willing to be relocated. 90% of respondents are stated that government should carry out rivers dredging to prevent flood in Dayeuhkolot. Results from government policy and institution coordination analysis are: flood management measure is conducted without a flood management masterplan, and there is no organization or legislation in regulating coordination between institutions. Result from land use analysis identified that there is remain 15,7 % forest from total area in Upper Citarum basin, and flood fringe in Dayeuhkolot were loaded by housing. Due to this condition, relocation to the people that <br /> <br /> live arround flood fringe area to other location, and restriction of land use change from agriculture and plantation to housing or industrial in vulnerable areas, can be done as non-structural floodplain management measure. Result from social analysis defined that <br /> <br /> flood in Dayeuhkolot is also caused by people’s habit in throwing trash to the river and agriculture activity in upper coarse area of Upper Citarum Basin, so government should take action to prevent these conditions by doing socialization to Dayeuhkolot’s people not to throw their thresh to river and publishing regional land use legislation. Recommendations of this research are: government should prepare and publish flood management masterplan , form a water resources board in Jawa Barat Province, and form organization for regulating coordination between institutions related to water resources in preparing flood management masterplan. Government should publish legislation to control land use change in Upper Citarum Basin and government should determine flood plain area in Dayaeuhkolot for restriction used of housing or industrial area. <br />
