Summary:One of the additional road length effort conducted by the government is to continue pushing the toll road construction. This is proved by the existence of Law <br /> <br /> <br /> No.38/2004 which one of the article is that the management and operation of toll roads can be done by State Owned Enterprises (BUMN), Regional Owned Enterprises (BUMD) and private company. The presence of private company in the <br /> <br /> <br /> implementation and management of toll roads is expected to speed up the development of toll roads in Indonesia. In this research developed a model to improve the efficiency of construction project implementation by adopting the <br /> <br /> <br /> concept of supply chain management by the project owner. This is achieved by conducting a survey to a multiple case study to learn that there are supply chain management at each toll road project so that owners can know the general conditions of supply chain management on each project. With a qualitative descriptive analysis using comparison with the previous models and exploration results from the study <br /> <br /> <br /> will get the expected model development. Whereas each common condition in this company will be as a reference of each model. The result model is expected to be able to assist project owners in expanding and increase their knowledge about supply chain management by the owners and the needs that must be fulfilled from each model so that the owners can choose the model of supply chain management is most appropriate for the project. The result of the development for these three models of supply chain management model by the owner with the differences between each model depends on the participation of owners in managing the supply chain. The role of owner in the model Nominated by Owner (NO) only on the limit recommend <br /> <br /> <br /> supply chain partners that will be used in the project and the liabilities of the owner can use the recommendations in whole, part or none at all. Needs that must be fulfilled in this model is human resource, value delivery, finance, trust, robust procurement and regulation. In the model Created by Owner (CO), owner involvement in supply chain management is to appoint supply chain partners that will be used in own projects with liabilities supply chain partners use the designated owner can partially or completely. Managed by owner (MO) is the model with the highest levels with supply chain management which approximates the ideal condition where owner appoint and manage their own supply chain partners. The needs item between CO and MO model is higher than the needs of project management with the <br /> <br /> <br /> traditional system in general. With the needs item to be fulfilled is human resources, value delivery, finance, trust, robust procurement, contractual settings, the roles of CM, roles of GC, project organization, support from company, supplier development, regulation. With the current conditions in Indonesia, the CO model is the most appropriate model os supply chain management to be used by the owner.
