PERFORMANCE MEASUREMENT FRAMEWORK DESIGN CORPORATE GOVERNANCE FOR COMMUNICATION OF INFORMATION TECHNOLOGY GOVERNMENT OF DISTRICT / CITY (CASE STUDY: CITY GOVERNMENT CIREBON)

Governance Information and Communication Technology (ICT) National is a manager of management of ICT resources (financial, information, technology and human resources) in the government sector. The goal is to ensure the usage of ICT resources that really supports the goal of transparent governance, effective and efficient. In this research designed a performance measurement framework of ICT Governance for District / City Government which adheres to the Regulation of the <br /> <br /> <br /> Minister of Communication and Information of the Republic of Indonesia Number 41 Year 2007 on General Guidelines Governance Information and Communication Technology Agency. The performance measurement method <br /> <br /> <br /> used is to use the Balanced Scorecard method (BSC). BSC is a performance measurement method that translates the vision and mission of the organization into the indicators of success. In ICT Governance BSC has elements of each perspective, objectives, performance measures and targets. The main elements of ICT Governance in the BSC are: 1) Public Policy, 2) Planning Systems, 3) Expenditure Management/Investment, 4) Monitoring and Evaluation, 5) Operating System, 6) Structure and Role of Governance, 7) Realization system, 8) Maintenance System, 9) Public Policy Human Resource. <br /> <br /> <br /> The results of the implementation of ICT Governance in the BSC Cirebon City Government showed that the performance of ICT Governance Cirebon City Government has reached 56.69% of the expected target. With details as follows: 1) achievement of the corporate contribution of 13:39%, 2) stakeholdrs achievement of 15.39%, 3) achievement of operational excellece for 14.93%, and 4) achievement of the future orientation of 12.97%. Conclusion obtained from this study is that performance measurement framework of ICT Governance of ICT Governance BSC can also be applied to the District/City Government other, so that the Government of the District/City to see the achievement of kierja ICT Governance which has been implemented and can make improvements, improvement of the performance is still lacking. Especially for Cirebon City Government, based on research results in order to continue to improve the performance of ICT Governance ICT resources that are actually providing support for Providing transparent governance, effective and efficient.
