The Citarum Kaskade Dams is built to maximize the potential of Citarum River, The Citarum Kaskade Dams consisted of three large dams which is the Saguling dam, the Cirata dam and the Djuanda/Jatiluhur dam. <br /> <br /> <br /> The Saguling and Cirata dam is a single&#8208;purpose dam and it’s being operated by State Power Plant Company with the orientation of maximizing the production of energy to provide the Java&#8208;Bali energy needs, while The Djuanda Dam is a multi&#8208;purpose dam and it’s being operated by Jasa Tirta II company with the orientation of maximizing the production of water to provide the West Java irrigation field and the other purposes. <br /> <br /> <br /> The development of population, also social and industry sectors added by conflict of interest because of the difference in each dam’s orientation resulted in the production of energy and water supply can’t afford the needs. Therefore a new water allocation plan is needed to minimize the shortage of the production. <br /> <br /> <br /> Based on the writer previous studies, a water allocation plan based by AHP (Analytical Hierarchy Process) can be used as alternative which can be hoped to give a better result than the existing plan. <br /> <br /> <br /> The main concept of the development of water allocation plan based on AHP method is first we study the existing plan to understand the concept that is used by the Citarum cascade dams. <br /> <br /> <br /> The water allocation that’s being reviewed is the 2008 dry year plan because that way the trade&#8208;off of the water and energy production can be easily seen. <br /> <br /> <br /> And then surveys and research to the water allocation planner is being done to obtain the trade&#8208;off value which is desired by the planner. The trade&#8208;off value obtained is inserted to the water allocation plan based on trade&#8208;off which is developed by Azmeri, ST., MT., to obtain the new water allocation plan. <br /> <br /> <br /> Water and energy produced by the new water allocation plan is analyzed by comparing it with the existing water allocation plan to see if there’s any improvement. Improvement of the monthly allocation plan can be seen by comparing the planned dam volume in the existing allocation plan and the new (AHP) allocation plan. The improvement of energy and water supply production can be seen by comparing the shortage graph between each plan. <br /> <br /> <br /> Water allocation plan based on the orientation of maximizing the production of water supply and energy is also being done and analyzed to further understand the betterment of the water allocation based on AHP method plan. <br /> <br /> <br /> Analysis concluded that the new water allocation plan based on AHP is better than the existing plan. This is possible because the AHP method is better at representing the needs of the water allocation planner. The improvement of water supply and energy production by the water allocation based on AHP method plan can be hoped to minimize the water and energy crisis in the future. text
