The absence of this policy will cause the management of IT resources will not be effective and efficient and there is no alignment between business strategy with IT strategy. <br /> <br /> <br /> Based from the above problems, this research will be emphasized to the design of policies as part of IT governance and the realization of PLN IT Strategic Planning. <br /> <br /> <br /> Research framework using COBIT framework V 4.1 on the domain Plan and Organise and process Determine Technological Direction (PO3) to create a draft e-commerce policy prepaid electricity by using the method of mixed methods research is Transformation Design Standard can be obtained so that the interpretation of the strategy perspective will be the main components policy. At the writing of this thesis is elaborated using the four main characters of COBIT framework V 4.1; business-focus, process-oriented, control-objectives and measurement-driven, which will produce the main frame of the study. The output of this research is to identify the alignment of PLN IT goals with business goals, value added analysis of e-commerce implementation of prepaid electricity and policy design e-commerce implementation of prepaid electricity. The process of identification in this study carried out on the PLN business environment, PLN IT Directive, IT resources, and business processes so that we obtained alignment between PLN IT goals with business goals. At the stage of quantitative analysis by using analysis of time value of Money obtained that e-commerce implementation of electricity prepayment provide added value for the PLN in the form of value for money. The results of this quantitative analysis then becomes the justification of the qualitative analysis to interpret the results of identification to be the main components of the policy. Data Interpretation is done by using analytical tool of IT Balanced Scorecard and Critical Success Factor consolidation which obtained information and system needs for e-commerce application of prepaid electricity in accordance with the limits of research. To determine the status and information needs analysis tool used McFarlan applications portfolio matrix from which the main components in accordance with the policy interest level. From the results of identification and analysis, the main output obtained from this study is a draft policy of e-commerce implementation of prepayment electricity related to technology direction for the management of IT resources; applications and infrastructure. Draft policy from a strategic perspective which contains the main components of the policy after a specified position and level of interest through the McFarlan application portfolio. From research policy design e-commerce implementation of electricity prepayment using the COBIT framework V 4.1, the main conclusions can be drawn, namely: an analysis based on time value of money, e-commerce implementation of prepaid electricity contributed to the acceleration of PLN cash for 2 (two) months which can be converted in cash at the time of electricity sales revenue in the store at banking institutions (in the form of deposit interest etc); the framework and research workflow can be concluded that the COBIT framework V 4.1 can be used as a reference design to become an umbrella policy regulations implementing e-commerce Electricity Prepay at PT. PLN (Persero).
