Ironically, overloaded levy charges on the district roads is prohibited, while the maintenance funds are insufficient. The government can implement the load restriction regulations to prevent roads from excessive damage, but this will increase the company’s transportation costs. One of the solutions that can be offered is to involve the company to participate in funding for road maintenance, especially due to overloading. How charging scenario for companies that use district roads with excess burden is the problem investigated in this study, by taking a case study on Rimbo Larangan - Sei Jernih road link which is located in Kampar District Province of Riau. Three charging scenarios were developed in this study by performing the road maintenance simulation for 10 years period by the aid of HDM III (Highway Design and Maintenance Standard Model) software from the World Bank. In the scenario I, the portion of the cost is calculated based on the overloading ESAL values. In the scenario II, the portion of the cost is calculated based on the ratio of ESAL overloading and in the scenario III, the portion of the cost is calculated based on the accumulation of fines. Overloading cost is calculated from the difference in maintenance costs on overloading condition with normal load conditions. The impact of weight restriction regulation is calculated based on the costs resulting additional travel trip. The overloading conditions are defined in terms of two regulations, i.e. MST (the heaviest load of axle) and JBI (amount of weight permitted). The MST concept is used as the basis for the calculation of scenarios I and II, while the JBI concept is used for scenario III. The results shows that the total amount of road maintenance needs for 10 years is Rp. 19.79 billion with Rp 10.17 billion overloading loss. The cost burden on firms caused by weight restriction regulation in one year is Rp 29.24 billion. The potential fund that can be collected for ten years under scenario I, II and III are Rp 15.24 billion, Rp. 17.72 billion and Rp 9.70 billion respectively. Of the three scenarios, all are feasible to be funding sources alternatives in road maintenance in context of public-private partnership, especially for companies that operate their trucks on district road with excessvie loads. text |
