Some traffic experts suggest that intersections contribute serious delays to traffic flows. It is therefore necessary to study delays as a performance of signalized intersections besides the capacities. The objective of the study is to evaluate delays at a signalized intersection by direct observations and by a mathematical queuing method, where the arrival of vehicles for the direct observations is based on actual flow condition, and for the mathematical method is assumed as uniform at several rates. Observations were limited to undersaturated conditions at an isolated fixed time signalized intersection. The cycle length is 184 seconds with a standard deviation of 0,6 seconds. Timing for the observed flow is 149 seconds red, 4 seconds amber, and 31 seconds green. Arrival rates fluctuated between 144,8 pcuph per approach and 598,7 pcuph per approach during an observation period of 2 hours 51 minutes 44 seconds comprising 56 accepted cycles, with an observed saturation flow of 2883,4 pcuph per approach 5 meters width. Condition are considered undersaturated when arrival flows at the approach are less than 530 pcuph per approach 10,5 meters width. The direct observation produced a total delay of 4806,8 pcuseconds with and average delay of 86,2 per pcu. The mathematical queuing model produced a total delay of 4002,7 pcu-seconds and an average delay of 72,1 second per pcu For the direct observation the delays are related exponentially to the flows, and for the mathematical model the relationship is text
