IDENTIFY PROBLEMS AND ALTERNATIVE OF SOLUTIONS APPLYING DESIGN-BUILD DELIVERY SYSTEM AT NATIONAL ROAD PROJECT IN INDONESIA

Design-Build delivery system is a system whereby one entity perform both design and construction under one single contract. The present, Bina Marga General Directorate, as the organizer of the national road, have a plan to implement Design-Build delivery system for national road. In Indonesia, the national road management is entangling several government parties, there are Bina Marga General Directorate and Balai of National Road Management who manage the road, also Finance Department who manage the financing problems. However, in progress of management implementation, coordination between involved parties is <br /> <br /> <br /> not going well, so it caused an impact between uncertainty and budget delay. Besides, the low quality of national road was caused by lack of coordination between the national road organizer (planning, programming, design, procurement, and construction section). Implementation of Design-Build delivery system hopefully able to solved coordination problem and also increasing delivery process besides increasing the efficiency. The obstacles in implementing Design-Build on national road are unprepared regulation and national road organizer, it is because of this Design-Build delivery implementation considered new and never been done in Bina Marga General Directorate. The objectives of this research are to identify problems, also to give an alternative of solutions recommendation in implementing Design Build delivery system at national road project. The methods of this research are literature study, making model of national road delivery, regulation analysis, and analysis of task and function of involved organizations. <br /> <br /> <br /> Actual condition of road management acquired by questionnaire and interview. This research yield some alternative of solutions to be able to apply Design-Build <br /> <br /> <br /> delivery system at national road project, some important points are role improvement of Balai up to planning and programming, and human resources improvement in Bina Marga focused on improving planning and observation ability. Both of point are assessed important in the effort of applying Design-Build delivery system at national road project.
