According to the Laws of 2007 No. 26 about planning, it is mentioned that planning permission is one of the ways to control the use of open space. The most common planning permission granted is Izin Mendirikan Bangunan (Buildings Permit), hencefort IMB. Based on the process of issuing the permit, IMB shoul be considered as a potential regulation to control the use of open space. The underlying reason of this statement is that its issue must conform to the directions and the rules of Rencana Detail Tata Ruang Kota (Detail City Development Planning), henceforth RDTK.<p>Such system of granting the planning permission is indeed applied in Metro. However, there is an indication that many buildings have been constructed without comforting to the regulations in RDTRK. Therefore, this phenomenon triggers a question concerning the effectiveness of IMB to regulate the use of open space in metro. By considering the aforementioned issue, this study aims at evaluating the effectiveness of IMB to control the use of open space in Metro, specifically, in the Sub District of Metro Pusat, by comparing the IMB's document with RDTRK as well as with the present condition of the buildings. Evaluations on the effectiveness of IMB are carried out by using some indicators and parameters of certain relevant policies. It is hoped that this study can reveal the effectiveness of IMB in controlling the use of open space in Metro so that the information will benefit the city to improve the city planning in the future. <br /> <br /> <br /> <br /> <br /> <br /> By examining the indicators and parameters, this study reveals that use of IMB to regulate the uses of open space in Metro is not effective because the rules and guidelines are not appropriately followed in constructing the buildings. Therefore, to improve the effectiveness of IMB, the authority should frequently inform people about the regional regulations of IMB, the authority should frequently inform people about the regional regulations on IMB and rules in RDTRK. Besides, the authority should strictly control and supervise the construction of building not only during its construction's process but also when it is functioning. Moreover, it is important to train the government officers about ways to issue an IMB so that it agrees to RDTRK an to organize trainings regarding understanding policies on how to regulate the use of open space. Finally, the authority must punish officials who break the rules. <br />
