Description
Summary:Successful implementation of an application system is determined by behavioral aspects of human resources in receiving and using information systems, and also the ease of use built applications. Unified Theory Of Acceptance And Use Of Technology (UTAUT) in the voluntary condition can predict user acceptance. In a mandatory environment, Technology acceptance Model (TAM) suggests attitude variable and eliminates Behavior Intention variable.

Acceptance model for using web-based Balanced Scored Card (BSC) Application that mandated for BKKBN employees needs to be studied. This research develops a conceptual of user acceptance model for web-based BSC application based on UTAUT model that modified by the results of several studies within the User acceptance of mandatory environtment. This research includes "actual use" as the dependent variable, "Attitude Toward Using Technology" as an intervening variable, and uses independent variables such as : "Anxiety", "Top Management Support", "Facilitating Conditions", "Social Influence", "Arguments for change" and "Effort Expectancy", which expected to be able to predict the factors that influence the use of web-based BSC application in the BKKBN environment.

The results of this research, which involved 58 respondents, indicated that in general the proposed conceptual model can predict the factors affecting the use of web-based BSC application at BKKBN environment for 75,9%.
"Anxiety" affects significantly to "effort expectancy", "argument for change" also affects significantly to "attitude toward using technology", "effort expectancy" affects significantly to "attitude toward using technology", "facillitating condition" affects significantly to "attitude toward using technology", and also to "actual use". "Facilitating condition" is the only factor that influence "actual use" by total effect.
