Nevertheless, Information Technology utilization have not accompanied with upgrading the role of Chief <br /> <br /> <br /> Information Officer (CIO). Currently, the CIO role is confessed only as an operational manager that hold responsible for Information Technology performance. CIO is not involved in strategic decision making that give some improvements for organization performance. This research aims to develop the CIO role that gives significant contribution to improve the organization <br /> <br /> <br /> performance. This research is conducted in Directorate General of Treasury in Department of Finance. The CIO role, IT service delivery and performance of state's finance management are some of variables observed. The CIO role developments consist of CIO as an IT operational manager, CIO as a business strategist, and CIO in instrumental leadership. This research used Structural Equation Model (SEM) to know influence between all variables referred which measured simultaneously. Through SEM, the role of CIO as IT operational manager has positive effect on IT service delivery. The role of CIO as a business strategist has positive effect to improve of state's finance management performance. In the other hand, the instrumental leadership gives significant influence to both of the role of CIO. At this research IT service delivery not gives significant influence in improvement of state's finance management performance. text
