HSDPA technology is to be implemented in Indonesia since 2007 and continues to be developed in order to reach the maturity of the technology so it can serve customers better. HSDPA technology is the development of technology platforms second generation (2G) GSM which GPRS (General Packet Radio System) is being used to deliver communication data. Furthermore, before the fourth technology (4G) was launched, will be implemented first-generation "Super 3G" like LTE and Wimax that can provide services with data transfer speeds and high mobility. In the implementation of a technology requires a careful planning, both in terms of <br />

technical and economic. Way that can be used is using techno economic analysis to design it. In the technology design, the factor that being concern is about network <br />
<br />
<br />
planning, traffic, and equipment required. And also from the economic planning that involves forecasting potential customers, technology penetration, market share, churn <br />
<br />
<br />
rate, and the existing population in a specified region. The methodology used is to identify the problem, observation, library research, design, analysis, and <br />
<br />
<br />
conclusions. Techno economic analysis carried out on HSDPA service in the city of Bandung, with a study duration of 11 years starts from 2008 to 2018. The scenario used is based on operators who want to upgrade the 2G services in order to provide HSDPA service to customers. Results of analysis of techno economy who obtained stating that the investment reached decent condition with some investment indicator, its NPV value of the years 2008-2018 reached Rp1.647.630.058.281 with IRR reaches 17.17% and payback period of about four years.
