Summary:Since first introduced in 1980, European Global System for Mobile Communication (GSM) has become a major commercial success in the world. Currently, problem that suffered by operator is the imbalance of rapid increase in subscriber numbers with the numbers of available network. Of course operator will act to assure that all of subscriber still remain in their service, this is obtained by decrease the channel coding rate. This problem will cause decrease in service quality for the subscriber, mainly in term of speech quality. Under this circumstance, the operator eventually developed the mindset to increase investment in network infrastructure to expand system coverage and capacity. Therefore, there is another option that can be used without expand the network’s capacity, which is optimizing the GSM BSS (Base Station Subsystem) Radio Network Features. In this final project I will optimize the GSM BSS Radio Network Features to increase speech quality without expand the current capacity. There are two features that will be optimized in this final project, Intra-cell Handover (IHO) and Adaptive Multi Rate (AMR). I will choose several parameters condition from each features which fulfill the value from the vendor. These conditions will be implied in a GSM cell at PT. XL Axiata Bandung for approximately one week. The statistic data of network in that time will be gathered and then used for gaining the condition from each feature that gives the best speech quality. Several parameters that implied in the network give various value of speech quality. In IHO fitur, there is a complex relation between the implied parameter and the speech quality result. In the other hand, the variation of channel rate in AMR fitur gives a certain pattern to the speech quality result.
