STUDY OF READINESS OF LOCAL COMMUNITY TO ACCEPT INDUSTRIAL AREA DEVELOPMENT PLAN, THA CASE OF INDUSTRIAL DEVELOPMENT PLAN OF CIPEUNDEUY, KABUPATEN BANDUNG

Until the last decade, industrial development lacks concern in the need and involvement of local community to act directly or in-directly in the frame of improving the welfare of their life. This has an impact to the elimination of them from the industrial development process. Un-readiness of community is often used as a reason exposed as the cause. Therefore, it is necessary to identity the readiness of community to find the solution of the problem in a purpose of not occurring repeatedly in other industrial development plan area. <br /> <br /> <br /> <br /> Industrial development area plan at Kecamatan Cipeundeuy, as presented in RTRW of Kabupaten Bandung 2010 has strategic role and will affect highly to social economic life and ecology of local community as the area scale prepared is adequately large. For this, a research is needed to identify the readiness level of community to face the opportunity from the change and the risk resulted from the industrial area development, that the development is able to improve the local community welfare. <br /> <br /> <br /> <br /> Research result suggests that in family scale, the community tend to be un-ready based on formal education knowledge, knowledge and skill and work experiences in relevant field. Also, the response to industrial area development plan is still very weak. This can be shown by the minimum effort to improve the quality of the family member though relevant education and training to face the plan implementation. In social community scale, the tendency of un-readiness of community is measured from knowledge variables i.e. average of formal education level of community with an education period of only 6,63 years. Also, the response variable, the un-readiness of community is noted with weak response to social organization to face Industrial Development Area Plan. <br /> <br /> <br /> <br /> Based on attitude variable measured with acceptance of community to the industrial development area plan shows that the community tend to be ready to accept the development plan, although they dont know fully the risk and opportunity which will be faced The acceptance is merely based on the need of community to job opportunity. As the result, an effort of socialization by government describing the opportunity and risk aspects comprehensively for purpose of immediate anticipation of community is needed. <br /> <br /> <br /> <br /> The local community readiness towards Industrial Area development plan in Cipeundeuy has to be improved, especially from the aspect of knowledge and skill through various efforts. Among the most important efforts is by increasing educational and skill level through provision of reachable access in terms of location and cost, so that the quality of Human Resources is able to reach sufficient level to face competition when the Industrial Area development plan is implemented.
