Tailings reclamation program is part of PTFI commitment in environmental management impact as consequences of its production process. Social Local Development program as company social responsibility to the community by <br />

involving the local community member to take part in the form of company partner and contractor. Numerous facts in the field showed the cause of company performance degradation of the contractor influenced by internal factor of the company itself. The internal factor condition is focussed in the culture of each contractor company work in tailing reclamation program. Result of analysis is focussed on cultural influences to the performance of contractor development. It have been identified by some root causes such as indegeneus knowledge factor, tradition and custom, moral, behavioral, norm and ethics, consumptive, skill, social economics and land rights. Solution offerred to increase the contractor performance is: better arrangement of labour recruitment; determination criteria in giving work by its corporate; labor payment system; development of human resource through informal education system; recruit technical expert. <br />
