Summary: | When the monetary crisis was occurred, PT. Wijaya Karya, one of government contractor whose business is in construction business, has been decreasing its companys competition especially in winning the construction tenders. Beside that, the amount of the projects was limited and the amount of the contractors was too many, making the competition among the contractor to win construction tenders became strict and unfair. Globalization era had opened the companys opportunity to entry the global market but the other side the company will face the threat because the foreign contractors will be coming in Indonesia. So, the major problem in PT. Wijaya Karya is how to win the competition in the future in order to get profit for growth. <br />

The objective of the research is to perform benchmarking to the winner of the civil and building project tender and analyzeing to the companys business process in handling the tenders. After that, we can determine the failing factors which make the company was defeated in tenders. From the result of failing factors we can make an improvement program in handling the tenders with Business Process Improvement approach. <br />

From the result of analyze, the failing factors to ein tender consist of 5 factors that are man, equipment, material, method and encironment factors. <br />

The man failing factor which is limited by knowledges and skills and management commitments was not enough. The equipment failing factors which is the amount of heavy equipment was not enough and the life of equipment was more than the economic life. The material failing factors is difficult to find material price from other suppliers or sub contractors and existing supplier and sub contractors was not improved. The method failing factor which is the method to find prices was not good enough, the company procedure to find prices was not running and there is no standard to calculate work analyze which are always repeated and the mark-up was not suited to large or small project. The environment failing factor which is in the company has bureaucracy culture, the information net to fine owner estimate is not enough and the time of tender was limited. <br />

After we determine the failing factors, we propose an improvement programe in handling the tender which consist of short and long term period programs. The programs which are improved the man resource in marketing depaitment, increased the equipment, increased the management of suppliers and sub contractors, improved the handling of tender and change the company culture. Besides, we proposed a new flow chart to handling the tender to change the obslote flow chart. <br />

The implementation of the improvement program consist of the 4 stages, those are, Stage I is the preparation stage, Stage II is the implementation stage. Stage III is the measurement and controlling stage and stage IV is continuous improvement. <br />
