be needed competency level pursuant to difficulty level. Besides, it is also needed differentiation of work handling in the case of: managing, utilizing, and operating, <br />
<br />

when using resources owned by organization/ company to run its business. Polytechnic as an education institute have obligation to execute study processes for the competencies which needing skill in operating resources (which generally in the form of equipments and machines), so its more signalizing of skill. Politeknik Manufaktur Negeri Bandung (POLMAN Bandung) majoring its study process to yield and/ or train technicians which skillful and capable in operation and usage of machine tools (machining type production processes execution). <br />

Industry or business entangling usages of machine tools require to be identified. By analyzing at industrial classification according to ISIC (International Standard <br />
<br />
<br />
Industrial Classification of all Economic Activities), it can be concluded that for human resource development based on skill in machining type production processes, in this time, it will be very good when instructed to support industries which produce production machines and their equipments, industrial transportation equipment and <br />
<br />
<br />
heavy equipment producers, or producers of motorized passenger vehicle, and industries which making their components. Types of works which are needed by an industry can be divided becoming two groups, i.e. handling of Production Facilities and Supporting Systems. Overall types <br />
<br />
<br />
of work arising out can be identified use "Work Clock" pattern, which grouping work elements become eight shares (scheduling, utility, information, tool, tooling support/ <br />
<br />
<br />
readiness/ catalyst, prerequisite, monitoring/ measurement/ verification, and maintenance/ waste treatment). Work elements which have been identified and grouped, will influence needing of HR's competencies to handle the works, its mean influence training items (curriculum) in HR development programs. <br />

P3JJ's model (P3JJ mean Profession with 3 Graduation Lines) in this research is used to designing the structure and competency of technician's line, which is required for <br />
<br />
<br />
completion of works (and their elements which have been identified at "Work Clock of Machining Production System"), until defining training items required to each grade in the line. Its structure is started with group competencies of Basic Machining which fill the beginning grades of the line. In intermediate grades of the line, the competencies are divided become three groups as application of skill to operate machine tools (machining processes), i.e. Tool Making, Mould Making, and Mechanism & Machine Making. <br />

Up to this level is as groups of competencies which operating equipments and machine tools directly. Groups competencies hereinafter more emphasizing of work execution which have character of managing and directing, and is named Advanced Machining group. In production system all this groups competencies hold responsibly in handling of Production Facilities. To handle Production Supporting Systems will require to be made competency group structures in the form of Manufacturing Planning & Control, Drafting/ Drawing & Designing, Quality Assurance, and Maintenance, Reconditioning&Retrofitting. Overall of this structures will look like "a profession tree" (in this case is Machining Profession Tree, Technician's Line). Detailing each grade become interpretation of competency parameters, performance reference, and training items is done, for example, to competency groups in Basic Machining, Tool Making, Mould Making, and Mechanism & Machine Making. <br />

These competency groups can become a Dilpoma 3 Program in Polytechnic. Existing competency standard units in CBT (Competency-based Training) system which is developed in Australian (what start to influence vocational education in <br />
<br />
<br />
Indonesia) can be integrated as complement into training items in P3JJ's system. Using P3JJ's concept will facilitate to design a training item scheme (curriculum) <br />
<br />
<br />
having the character of competency-based more systematic. Training program or education (containing training item ingredients) can be made in the form of menu programs (for example diploma programs), and/ or step by step upgrading <br />
<br />
<br />
competency program according to competency level, which its attainment is tested through assessment process. <br />
