Summary:In the process of implementation of regional development program, the local governments-including Karo Regency, are always encountered with problems of limited source of funds to be used for funding the developmental activities. The availability of development funds has been very essential as the implementation of development program requires, relatively, a big amount of money. <br /> <br /> <br /> <br /> <br /> <br /> <br /> Funds of development program of Dati IIs, do not only come from the local governments concerned, but also from The Central in the shape of developmental grants. So far, grants coming from The Central to finance development program implementation, which are called Inpres Funds, tend to dominate regional development funding. Therefore, the effectiveness of the grants, in turn, will result in better development performance. The effectiveness can be seen, among other things, through the conformity and consistency of its utilization with the policies and regional development plan that is already made. <br /> <br /> <br /> <br /> <br /> <br /> <br /> This study is conducted not only to identify the utilization aim of inpres funds but also to analize the conformity of the appropriate fund utilization with the existence of development plan and policies. From the outcome of the discussion will formulate alternatives of the fund utilization in the following stages of development. <br /> <br /> <br /> <br /> <br /> <br /> <br /> The study has revealed a conclusion that during Pelita V, by sector, the grants have been used for sub sectors of agriculture and irrigation, tourism, small-scale industries, land transportation, education, health, study, natural resources and environment. The characteristic of the developmental activities, in general, is development of infrastructure and physical facilities and aimed at development of agriculture areas, small-scale industries, forestry, tourism, and isolated areas. Spatially, the intensity of activities of all development sub sectors, especially land transportation (road infranstructures), agriculture, tourism, and small-scale industries sub sectors, tends to be aimed at subdistricts that are rapidly developing. The aim of the spatial intensity of activities of the sort has given its contribution to achieving the targeted growth as planned. It is, generally, concluded that the grants have been effectively used for supporting the implementation of by-sector development program in every areas in all subdistricts as stipulated in regional development plan. <br /> <br /> <br /> <br /> <br /> <br /> <br /> To support the effort of accomplishing inter subdistricts growth distribution, it is recommended that intensity of development be aimed more at subdistricts that are relatively slow in their growth. On the other hand, to support the improvement of human resources in the following development stage, grants should be aimed more at activities on non-physical development, among other things is human resources development that is expected to uphold economic field, especially in sectors given priority. To increase the effectiveness of grants for regional development, The Central guidance on the utilization of the funds should be limited in order that the funds are really used according to local government plan.
