Summary:Improved quality of public services is an attempt to improve the performance of bureaucracy in order to realize good governance. A form of the use of information technology to improve efficiency and effectiveness of government to be more responsible and transparent is through the Electronic Government (e-Government). The basic essence of the development of e-Government is that its development should be focused to the public (end users), so it is necessary to have knowledge about aspects that may affect the public interest to use the e-Government. The purpose of this study is to determine aspects that can affect the adoption of e-Government by the people, especially the aspects that affect the user's intention to use e-Government and which affect the actual use of e-Government system. Research model developed in this research is based on researches by Sambasivan et al. (2010), Shareef et al. (2011), Al-Shafi and Weerakkody (2010). The merging of multiple variables from several studies conducted in this study is to produce a comprehensive model, which is not only to pay attention to the technological aspects in relation to user acceptance of e-Government systems, but also to pay attention to organizational, economic, and social aspects. The method for processing data in the study was conducted using Partial Least Square technique to analyze the relationship between variables. The results of hypothesis testing showed that Perceived Usefulness and Perceived Image can significantly increase the Intention to Use e-Government system. While Perceived Trust, Perceived Information Quality, Perceived Ease of Use, Responsiveness, Assurance Services, and Social Influence have no positive effect on Intention to Use. The results of hypothesis testing also showed that the Facilitating Condition and Intention to Use can significantly increase the Actual Usage of e-Government systems.
