The process of service delivery by the Main Office of Customs and Excise (KPU-BC), Tanjung Priok upon filing of a permit imports of goods by the service users (importers / PPJK) done by referring to the time-service-guarantee set by the Ministry of Finance. Fulfillment of time-service-guarantee become the criterion for determining good or poor performance shown by KPU-BC Tanjung Priok related to the customs <br /> <br /> <br /> clearance process of imported goods. Results of measurement on the fulfillment of timeservice- guarantee, indicates fulfilled quite well. However, some problems that could potentially lead to delay so that causing the unfulfilled time-service-guarantee, also had to get primary attention. This research try to explore some major problems in the process of customs clearance, by presenting the facts obtained according to the real conditions in the field. <br /> <br /> <br /> There are three major problems which could potentially lead to delays in the customs clearance process of imported goods. The first problem caused by the slow process of reconciliation between licensing of restrictions and limitations (lartas) with customs <br /> <br /> <br /> declaration. The second problem is the slow process of physical examination of goods, caused by incompetent of TPS manager particularly in providing the means/tools of <br /> <br /> <br /> shifting goods /containers. Third problem caused by not being integrated IT system, the port entities involved in the process of importing goods was not integrated yet with INSW portal. These three issues are causing delays in the customs clearance process of imported goods, so it impact potentially created the high-cost economy. <br /> <br /> <br /> Researchers used quantitative data to measure time of the service process, while the process of identification and exploration problems are more likely to use qualitative data based on indepth interviews with some internal and external respondents/informants. Some <br /> <br /> <br /> improvement recommendations that researcher proposed to handle the problems are creating SOP (standard operation procedure) in the process of licensing lartas data <br /> <br /> <br /> transmission, establishment of specialized units handling of cross-agency problem, the addition of additional articles related to the rules concerning the operational requirements of the TPS, and proposed the concept of integration of IT systems of the entity ports with INSW portal. The results of this study would be an input to the KPU-BC Tanjung Priok for improved performance, especially related to service delivery process in customs clearance process of imported goods. text
