Description
Summary:Indonesian Air Force (TNI AU) as one of the institution that operate the aircraft facing risk, accident or incident, which directly influence combat readiness. The aircraft condition that was used by TNI AU in average was old. Even from 258 aircraft only 130 units are ready to operate (around 50%). In 2006, Chief of Staff (KSAU) declare as “free of accident” and deliver the concept “Road to Zero Accident” as an effort to reduce aircraft accident rate. In reality, accident rate shows a significant number and always occur in the next years.

In order to the risk can be managed eminently and decline the number of accident rate, TNI AU adopted risk management concept which has been developed by Royal Australian Air Force (RAAF), the concept’s name is Aviation Risk Management (AVRM). Unfortunately, accident rate remain occur. That’s mean there are unacurate things or any problems deal with implementation of risk management in TNI AU. Simply there are some steps of AVRM that is uncommitting completely, those are communication & consult, and monitor & review. Both the steps are importance in risk management and relates to knowledge management. Even in the Law No. 1/2009 on Aviation has been mentioned that safety data analysis and exchange as one of effort in increasing safety program.

As good as the concept or method that was developed will not be effective if the information systems or knowledge sharing has not been managed correctly. The real condition, safety information systems are still be predominated by top management (Mabesau) to set of subordinate (Lanud/Skuadron Udara). Has not seen existence yet of information transfer in two way communication that placing experience and knowledge on suitable condition. The role of leader still very dominant in managing source of information relating to safety, especially related to the result of an accident and incident aircraft investigation (or recommendation). Another side, TNI AU should implement safety oversight such as audit, inspection, surveillance, and monitoring in order to improve prevention activity of accident and incident aircraft can be executed effectively.
