Concentrated in an area causes various information about transformation <br /> and business process spread faster and are used collectively. Some <br /> studies reveal that small industry in cluster can grow faster and more <br /> flexible. Beside that, small industry empowerment to cluster is actually <br /> easier to do, more efficient and the result acheived is satisfied enough. <br /> The objective of this research is to find out cluster\'s element which <br /> become minimum requirement for arising small industry clusters. For <br /> this purpose, three small industry clusters in Cigentur rural Paseh <br /> subdistrict have been taken as sample including spinning waste <br /> processing, garment waste processing and textile waste processing. The <br /> instrument used for getting data is observation, questionnaire and <br /> interview. <br /> There are six elements which give dominant and significant influence, <br /> so that the six elements can be regarded as prerequisite of formation of <br /> cluster. That element including availability of demand, suitable value <br /> sistem, suitable product, economic value, availability of technology <br /> more efficient if in cluster. The five elements (demand, value sistem, <br /> economic value, suitable product and availability of technology) give <br /> contribution to the arising of small industry, while more efficient if in <br /> cluster is full factor to concentrate in an area. <br /> The arising of small industry cluster is natural process. <br /> Small industry <br /> cluster will arise when being concentrated in an area will give them <br /> some advantages. Small industry will be more efficient caused <br /> cooperation among entrepreneurs in all aspect (raw material, processing <br /> technology, labour, production facility, marketing, etc.) and information <br /> diseminating so that the alteration of environment can be handled early.
