SK-77 system is a kabupaten roads management system that has been implemented since 1990. At this time in Kabupaten Sukabumi, SK-77 system is used only for road maintenance, whereas for road improvements, the procedures in SK-77 system are not used. This indicates that there are problems in the implementation of SK-77 system in Kabupaten Sukabumi which can be caused by the success factors for road management systems such as processes, people, technology, and funding which are still not managed in accordance with the procedures in the SK-77 system or the SK-77 system itself that unable to accommodate „ad-hoc‟ programs. Analyses of implementation of SK-77 system in Kabupaten Sukabumi are done through assessment of the factors of processes, people, technology, and funding. The result is that the implementation of SK-77 system in Kabupaten Sukabumi not successful yet. The rating is poor. Improvement for those factors especially for both process and funding factors should be done to make the implementation of SK-77 system change to be good. The programming method in the SK-77 system is based on economic and strategic roads network criteria but no relationship between them. Improvement is done by adding weighted criteria for economic, strategic roads network, policy, and environment parameters by using analytic hierarchy process (AHP) method, called modified method. The resulting road network maintenance program with these improved criteria proves that the modified method is better than the standard method used in SK-77 system. Some of road sections identified in an ad-hoc manner by road manager can successfully included in the proposed maintenance program. SK-77 system has been developed with quite comprehensive reporting facilities, yet provision of Geographic Information Systems (GIS) facilities was proposed to make the information more readily accessible in spatial format.
