Therefore, steam needs to be well managed through heat management. The success of the operation in Heavy Oil depends very much on the heat management. Successful Heat Management needs an organizational focus. Duri still does not use its generated steam efficiently yet. Based on benchmarking with Chevron California, Duri’s Steam Oil Ratio (SOR) is still higher. Chevron California has an SOR of 3.3, while Duri has about SOR 5.4. <br /> <br /> <br /> The proposed solution of the current business issue is heat management operations strategy. A better operations strategy for the heat management is required to be defined to maintain and improve the Duri heat management performance to achieve its goal to become an organization which has efficient operations with a low SOR. <br /> <br /> <br /> Subject Matter Expert (SME) heat management thinks that heat management operations strategy has to have all of four interrelated aspects in good condition. The four aspects are heat management conceptual strategy, organization capability, tools and software, and standard business process. Problems in these aspects are believed as causes of the lower performance of Duri heat management. The analysis of the strategy will use the strategic reconciliation approach of Slack and Lewis (2002). <br /> <br /> <br /> By applying the proposed heat management operations strategy, the capability of Duri heat management is expected to be improved through the better heat management conceptual strategy, organization capability, tools and software, and OE model. The improvements in all four aspects are expected to improve the efficiency and effectiveness of the steam usage, and therefore, will gradually give the production and SOR performance improvement. <br /> <br /> <br /> There is also an opportunity that heavy oil business will grow significantly in the near future as the light oil remaining reserve in the world as well as its production is getting lower. Therefore, there is an opportunity on the growth of the heat management resources demand. As the organization capability improved, then it will also anticipate to capture the big resource demand opportunity in the future heavy oil business developments. text
