Based on the report of research conducted by the Institute for Economic and Social Research (LPEM) Faculty of Economics, University of Indonesia in 2009, PTFI contributed to 1.6% of Gross Domestic Product (GDP) National; 67.7% Gross Regional Domestic Product (RGDP) of Papua province, and 96.0% RGDP of Mimika Regency. For Mimika Regency, this condition is very dangerous considering 96% of this regency economic activities are depending on PTFI operations. <br /> <br /> <br /> As part of its social commitment, PTFI through its community development programs (Comdev) also participating to develop the indigenous communities in Mimika Regency or commonly referred as the Seven Tribes community. Comdev program which developed by PT Freeport include health program, education program, infrastructure progam and economic development program. Currently, the perspective of local communities and the local government to those programs are understood as an PTFI obligation so neither the indigenous community nor the local government Mimika feel responsible to manage them. <br /> <br /> <br /> Although the Mimika regency is one of the richest regency in Indonesia (where the biggest revenue derived from PTFI operations) and PTFI has been supporting through its Comdev program, Mimika district is still far behind, in term of development progress and result, compare to other regencies in Indonesia. The Human Development Index of Mimika regency is showing that this regency is one of underdeveloped regency. Other sectors of the economy is underdeveloped and local community activities are still heavily dependent on aid and subsidies from Freeport. <br /> <br /> <br /> Dependency problem of Mimika regency and the indigenous community to PTFI has been causing various problems that affect PTFI operation, namely: the burden of social costs are higher; demands of the indigenous community to be accepted as an employee of PTFI is continue to rise; the burden of training cost is increasing; and negative images about PTFI operations which assumed can not to provide benefits to the advancement of the indigenous people is increasing. <br /> <br /> <br /> Based on the description and analysis in this study, key issues that causes those various problems is the low quality of human resources in Mimika regency, particularly the indigenous communities. Therefore, to reduce or eliminate those problems PTFI needs to find the right strategies to improve the quality and capacity of local communities to enable them to reduce their dependence on PTFI and to continue development process in Mimika regency although someday PTFI will has stopped the operating. The strategy should also conform to the conditions of community, government forces and the ability of Freeport itself. By using Simple Multi Atribute Rating Technique (SMART), one proposed strategy to get the purpose is by developing a Multipurpose Learning Center which has been shown to successfully promote empowerment and independence of community living near the mine owned by Rio Tinto in South Africa and Namibia. text
