Recently, the awareness of resources management, which fulfill sustainability principles, becomes a main focus, including the management o f <br /> forest resources. As a life support system, the role of forest resources must be insure its sustainability, through sustainable forest management, which consist of three sustainable aspect which is ecological, economical, and social cultural. Meanwhile the performance of forest management will be highly dependent of <br /> the role stakeholder participation, which take part in forest stewardship. The implementation of regional autonomy in Indonesia becomes the <br /> motivation for redesign local resources management effort, including the planning of forest resources stewardship. The planning for forest stewardship must be a comprehensive, implementable and coherent, so the sutainability of forests benefit and function can be maintained, and able to support regional <br /> economy. The goal of this research are to provide a concept of forest stewardship in Upper Citarum Watershed which satisfy sustainability principles, find a concept of stakeholder role in forest stewardship process, and to devise the most <br /> probable recommendation of policy direction to implement, institution implication and implementation design. Delphi method and Analytic Hierarchy Process are used to define principals, criterias, and indicators of forest <br /> sustainability management. To identify potential stakeholder, estimation of interests, and how those interests affect the policy, stakeholder analysis approach was used. While policy direction, institutional implication, and implementation design are arranged based on strategic change approach, sustainability <br /> consideration and the interest of each stakeholder. Based on the research, we find out that forest management in Upper Citarum can be achieved if (a) forest management ensure the minimality of negative impact to water resources, (b) policy are devised by focusing on environment principles with watershed based planning, and (c) there is involvement of relevant stakeholder in all stewardship process. Some of stakeholder have a strong role in the success of policy implementation, and must be involved in forest stewardship in Upper Citarum Watershed.
